The people who have been patiently queuing on the steps of the grand building get on, but the bus doesn\u2019t leave. For this bus isn\u2019t your average Cardiff double decker, it\u2019s not about to take its weary passengers on a quick tour of the city or on to their next destination. It\u2019s actually a lifeline for the city\u2019s homeless called\u00a0<a href=\"http:\/\/www.salvationarmy.org.uk\/smw\/Crichton_House\">The Outreach Bus Project<\/a>, which provides them with warmth, food and care.<\/p>\n<p>25 people on average used this lifeline each night in 2011. Between December 2012 and April 2013 this increased to 30, prompting the question of how far can the bus\u2019s services stretch? \u00a0<\/p>\n<p>The project is a multi-agency service run by the\u00a0<a href=\"http:\/\/www.salvationarmy.org.uk\/\">Salvation Army<\/a>, <a title=\"the Police\" href=\"http:\/\/www.south-wales.police.uk\/\" target=\"_blank\">the Police<\/a>, <a title=\"NHS\" href=\"http:\/\/www.nhs.uk\/Pages\/HomePage.aspx\" target=\"_blank\">NHS <\/a>and <a title=\"Local health board\" href=\"http:\/\/www.cardiffandvaleuhb.wales.nhs.uk\/home\" target=\"_blank\">Local Health Board<\/a>. Five nights a week, 52 weeks of the year it provides the homeless in Cardiff access to simple things that many of us take for granted like hot food, clothing or maybe just a casual chat. It also offers advocacy, health referrals and needle exchange.<\/p>\n<div id=\"attachment_20763\" class=\"wp-caption alignright\" style=\"width: 200px\"><a href=\"http:\/\/www.jomec.co.uk\/altcardiff\/wp-content\/uploads\/2013\/12\/actice_10_homeless_small_mh_43.jpg\"><img loading=\"lazy\" class=\"size-full wp-image-20763 \" alt=\"Outreach worker John says his job is the best in the world\" src=\"http:\/\/www.jomec.co.uk\/altcardiff\/wp-content\/uploads\/2013\/12\/actice_10_homeless_small_mh_43.jpg\" width=\"200\" height=\"179\" \/><\/a><p class=\"wp-caption-text\">Outreach worker John says his job is the best in the world<\/p><\/div>\n<p>Outreach worker John William McInnes, from Newport, has worked on the bus for nine years. He dedicates his evenings helping the homeless. With over\u00a015,360\u00a0families in Wales presenting themselves as homeless last year, that\u2019s a lot of people needing help.<\/p>\n<p><strong>On the bus<\/strong><\/p>\n<p>After years of working on the bus John has a tried and tested routine. He arrives on the bus outside the museum at 6pm where there\u2019s already \u201cquite an influx of users\u201d waiting. John then separates some of the familiar faces to the new ones and makes referrals. \u00a0<\/p>\n<p>He also makes sure they have &#8220;something on the stomach to keep them going,\u201d by making them some hearty cheese and ham toasties.<\/p>\n<p>The bus stays at its unlikely stop until 9pm, although this depends if people need help. John explains, \u201cIf there\u2019s a crisis we have to deal with it.\u201d<\/p>\n<p>The number of people using the bus proves how indispensable it is. In 2012 to 2013, 90% of homeless people in the city accessed it within 24 hours of sleeping rough. In total 5060 requests were made by 1618 users. Out of these requests, 1766 referrals were made to emergency hostels.<\/p>\n<p><strong>More and more<\/strong><\/p>\n<p>According to project manager Yvonne Connolly, more and more people are seeking out their help, \u201cEvery year, demand on our services continue to increase. We are seeing significant rises in service users with high mental health problems, complex needs and language barriers.\u201d\u00a0<\/p>\n<p>John knows that his role is vital when those who have unexpectedly found themselves on the street, \u201cThey are new to us and we are new to them so the main thing is to make sure they\u2019re safe. We make sure the most vulnerable get places.\u201d<\/p>\n<p>However, this time of year re-introduces a familiar enemy; winter. \u201cWith winters becoming harsher the need to minimise the potential for the homeless is paramount.\u201d expresses Yvonne. Many of us struggle to fight off the crisp cold in December, yet many homeless people have no choice but to face it.<\/p>\n<p>The project is very much aware of this. It is an integral partner in delivering the Cold Weather Provisions with Gateway and Cardiff Council, offering extra nightly shelter referrals made available in frontline hostels. In 2012 to 2013, a total of 783 people accessed the provisions, but it continues to rise.<\/p>\n<p><strong>How bad can it get?<\/strong><\/p>\n<p>In April 2013, the pressure put on the poor increase as the Government introduced the <a title=\"Welfare Reform Act\" href=\"https:\/\/www.gov.uk\/government\/policies\/simplifying-the-welfare-system-and-making-sure-work-pays\" target=\"_blank\">Welfare Reform Act<\/a>. Photo: Yvonne Connolly<\/p><\/div>\n<p>Yvonne believes that, \u201cThe impact of welfare reform and the changes within the welfare system are having a direct effect on our client group,\u201d because it\u2019s pushing many the poverty line and into homelessness.<\/p>\n<p>In August 2013, Assembly Member Jocelyn Davies said,\u00a0 \u201cI am extremely concerned that by Christmas we are going to be at crisis levels. Just how bad does it have to get before the Westminster Government realises the devastation their policies are\u00a0inflicting upon the poorest in society?\u201d She says that she sticks by this statement.<\/p>\n<p>Hoping to relieve some of the pressure put on the poor, the\u00a0<a href=\"http:\/\/wales.gov.uk\/?lang=en\">Welsh Government<\/a>\u00a0has recently revealed\u00a0<a href=\"http:\/\/wales.gov.uk\/topics\/housingandcommunity\/housing\/housingbill\/?lang=en\">Wales\u2019 first Housing Bill<\/a>, which aims to help prevent the difficulties encountered by vulnerable people by improving housing standards and increasing affordability.<\/p>\n<p>Whether this will actually relieve the pressure on the project is another debate. What is clear is that the bus will continue to support the homeless and vulnerable of Cardiff. \u00a0Yvonne is sure of it and has a vision for it to grow substantially, both in the number of users and also the number of services they offer. She wants to ensure that all users receive a tailored, holistic response to their needs. \u00a0However, Yvonne believes \u201cwith funding uncertainty, the future for a large number of frontline services is not very clear.\u201d<\/p>\n<p>So this December when you\u2019re walking towards the bright lights and festive tunes of <a title=\"Winter Wonderland\" href=\"http:\/\/www.cardiffwinterwonderland.com\/\" target=\"_blank\">Winter Wonderland<\/a>, take a minute to pause outside the museum and have a glimpse at the number of people waiting for their bus to arrive.
