Public reactions to a homeless woman receiving an ASBO in Cardiff have sparked debate on whether charities should be criticised more than the homeless for their actions.<\/p>\n
Deputy Cardiff Council leader Judith Woodman told WalesOnline that people had the right to \u201cgo about their business\u2019\u201d without \u201cbeing harassed\u201d, the offence attributed to Agripina Gheorge, resulting in her ASBO.<\/p>\n
However, shoppers on the high street do not necessarily differentiate between the \u2018harassment\u2019 of beggars and the encroachment of charity workers. Many shoppers suggest it does not depend on whether it is a charity worker or homeless person but their approach.<\/p>\n
